Job Summary:

Reynolds American Inc. (RAI) and its operating companies are leading the way in transforming the tobacco industry. To that end, research related to tobacco harm reduction is central to efforts within the Scientific & Regulatory Affairs (S&RA) function at RAI Services Co. (RAIS), and across the RAI enterprise. RAI is committed to working with regulatory agencies to ensure that adult smokers have access to tobacco and nicotine products that have the demonstrated potential to reduce the many health risks attributable to smoking.

S&RA is currently seeking a highly qualified individual to help develop and direct enterprise-wide strategies that relate to FDA engagement on regulatory science, specifically in the areas of social and behavioral research. The individual in this role will work with an established RAIS team, external research teams that have long-standing relationships with RAIS, and public health researchers at-large to conduct and disseminate both applied and basic research in support of new and existing lower-risktobacco and nicotine products. Active research programs that align our regulatory strategies and testing include (1) survey research (repeated cross-sectional surveys of adult tobacco use and transitions), (2) likelihood of use and risk perception assessment among adult tobacco users and non-users, and (3) statistical modeling of the population health effects associated with changes in tobacco use behaviors.The individual in this role will have the opportunity to contribute to and direct efforts in each of these areas.

Principal Duties and Responsibilities:

  • Develop and refine regulatory strategies in the areas of survey research, likelihood of use and risk perception assessment, and statistical modeling in collaboration with the broader RAIS team

  • Lead efforts to apply findings from survey research, likelihood of use and risk perceptions assessment, and statistical modeling during the development of tobacco and nicotine product regulatory submissions

  • Contribute to the existing scientific and methodological expertise (both internal and external) by identifying and assessing emerging concepts and/or methodologies to meet strategic objectives

  • Contribute to the development of tactical plans for refining existing research programs in the areas of survey research, likelihood of use and risk perception assessment, and statistical modeling

  • Engage the public health community – through scientific presentations and peer-reviewed publications – with regard to emerging research on nicotine and tobacco products to inform discussion of issues related to the use of tobacco products

Job Requirements:


Ph.D. in behavioral sciences, public health, regulatory affairs, or related field required.


Minimum 6 years of regulatory experience (tobacco preferred, but could include drugs, devices or consumer goods) or 10 years of experience in the area(s) of behavioral sciences, public health, regulatory affairs, or a related field.

Required Skills:

  • Demonstrated ability to apply critical thinking and analytical skills

  • Demonstrated ability to design and execute foundational research that aligns research tactics with regulatory strategies

  • Demonstrated ability to manage and execute multiple projects, and to complete projects efficiently and on schedule

  • Demonstrated ability to work both independently and as part of a broader team that includes both internal and external stakeholders

  • Ability to critically assess the scientific literature

  • Excellent verbal and written communication skills

Preferred Skills:

  • Experience with the FDA regulatory environment and regulatory submission pathways

  • General understanding of the tobacco product category
